NYTD Data Review Utility - Decommissioned

NDRU was designed to provide states with a review of a NYTD data file’s compliance and quality prior to transmission to the federal NYTD data collection system. While optional, the use of NDRU prior to transmission assisted states in identifying potential file format errors that, if not fixed, may prevent the data file from being processed by the federal NYTD system once it is transmitted.

While you may continue to use NDRU as a tool for reviewing your state file prior to transmission, the utility will no longer be supported by NYTD Helpdesk and no further system updates will be available. Therefore, it is suggested that the desktop program not be used as a primary or reliable source for determining file compliance.

Instead, states are encouraged to use the updated NYTD Portal which now performs a data file quality review to determine compliance prior to a final submission of your NYTD file.

The NYTD Portal compliance review identifies errors associated with the NYTD error-free information standards, including missing, out of range, or internally inconsistent data and file format errors.   Additionally, the NYTD portal compliance review also indicates whether or not a state has met the outcomes universe standard, unlike the former version of NDRU.  For more information, please see: Technical Update #1: Uploading Your Files to the NYTD Application.

NYTD column has the following checked: File submission standard - Timely data, Files submission standard - Format (specifications for file name, structure, and use of XML values)*, File submission standard — 100% error-free information (all missing, out of range, or internally inconsistent data), Data standard - 90% error-free information, Outcomes universe, Outcomes participation rate, NYTD Data Quality Advisories-All data quality advisories.  NDRU column has the following checked: Files submission standard - Format (specifications for file name, structure, and use of XML values), File submission standard — 100% error-free information (all missing, out of range, or internally inconsistent data), Data standard - 90% error-free information**, Outcomes participation rate**, NYTD Data Quality Advisories-All data quality advisories.

*Depending on the type of format error, the file may not be able to be processed and loaded into the NYTD system
**NDRU can only run data compliance checks on records in the file and cannot verify that the state has reported on all records that part of a state’s finalized age 19 or age 21 cohort (or sample).
