Can you provide clarification on whether the intent is to create a stand-alone center, or can an existing organization create a center within its organization?
Yes, an existing organization can create a center within its organization. Additionally, the Notice of Funding Opportunity (NOFO) provides the following information regarding applicant eligibility (page 6):
Eligibility is unrestricted. Any organization is eligible for an award with the following exceptions:
- Individuals, including sole proprietorships
- Foreign entities
The NOFO also states that “faith-based and community organizations that meet the eligibility requirements are eligible for awards under this funding opportunity.”
The Administration for Children and Families does not provide direct guidance or instruction in the development of an applicant’s project design or in writing their applications. Applicants should use their best judgment in determining whether they are able to meet the requirements contained in the NOFO, whether they are able to develop an application they believe to be responsive to the NOFO, and in designing and writing their applications.

Can you clarify the role of the child welfare liaison?
The Notice of Funding Opportunity provides the following information regarding the child welfare liaison role (page 20):
Description of your plan for assigning or hiring the following roles, which can each be filled by different staff or by one to two staff members filling multiple roles:
- A project director to oversee and manage the effective completion of all project activities
- A child welfare liaison who understands state and tribal child welfare systems and has experience developing and using culturally sensitive outreach and networking activities
- An evaluator to lead the development and implementation of a plan to evaluate whether the project is achieving identified outcomes
Should the proposed total budget amount be the same for each of the 5 years of the project, or can the budget begin at a proposed amount for year 1 and increase in following years as costs increase?
The requested funding levels may fluctuate each year, but the maximum funding may not exceed $2 million per year. The Notice of Funding Opportunity (NOFO) includes the following information on funding details (page 5):
Type: Cooperative agreement
Estimated total program funding: $2 million
Total expected awards: 1
Minimum award amount for the first budget period (award floor): $1.75 million
Maximum award amount for the first budget period (award ceiling): $2 million
Funding periods: 60-month period of performance with five 12-month budget periods
Awards made under this funding opportunity are subject to federal funds availability.
Additionally, the NOFO includes the following budget information (page 22):
The line-item budget and budget justification support the information you provide in the Budget Information Standard Form (SF)424-A.
It justifies the costs you ask for and includes added detail, including detailed calculations for the “object class categories” in the Budget Information Standard Form. You will provide this information for each year of the performance period.
As you develop your budget, consider the following:
- If the costs are necessary, reasonable, allocable, and consistent with your project’s purpose and activities
- If costs are calculated in ways that are clear and repeatable
- The restrictions on spending funds (see the funding policies and limitations section of the NOFO on page 11)
I am reaching out from a local child protection agency. I am curious if there were any funding opportunities that our agency could apply for directly with this program, or if we must do it through the state agency?
The purpose of this Notice of Funding Opportunity (NOFO) is to establish, by cooperative agreement, the National Center for Community-Based Child Abuse Prevention. The center will be the Children’s Bureau’s primary provider of training and technical assistance to build the capacity of Community-Based Child Abuse Prevention (CBCAP) programs (including states, tribes, tribal organizations, and migrant programs) and their partners to implement successful strategies that strengthen families and prevent child maltreatment. The CBCAP program referenced in this NOFO includes funding awarded annually to states to provide community-based services and resources to reduce the likelihood of child maltreatment. The CBCAP program is awarded to state lead agencies, which are designated by each state's Governor, that determine how funding is used to support this goal.
