Federal Guidance

ACYF-CB-PI-24-02 - This Program Instruction (PI) provides guidance to states, territories, and insular areas (hereafter “states,” unless otherwise noted) on actions they are required to take to receive their allotments for Federal Fiscal Year (FY) 2024 (subject to the availability of appropriations) authorized under title IV-B, subparts 1 and 2, section 106 of CAPTA, Chafee and ETV programs.

The CFSP or APSR, as appropriate, must be accompanied by form CFS-101 and any required assurances and certifications. These are attached to the annual Program Instructions.

Additional Information to Support Successful CFSPs and APSRs

Checklist for 2020-2024 Final Report and 2025-2029 CFSP (DOCX) - This checklist was developed to ensure that the state 2020-2024 Final Report and the 2025-2029 CFSP submissions include all required elements so that grant funds can be approved. It was developed for use by Children’s Bureau (CB) Regional Office (RO) staff as a tool to review the information submitted by a state to provide approval of grant funding and to isolate out where information is incomplete resulting in the inability to approve funding by grant program. The checklist is also a useful tool for states to use as they respond to the 2020-2024 Final Report and 2025-2029 CFSP as outlined in ACYF-CB-PI-24-02 to address all items, so no grant requirements are missed.

Child Welfare Capacity Building Collaborative - The Collaborative is a partnership among three centers—the Center for States, Center for Tribes, and Center for Courts. This new structure is designed to help public child welfare agencies, Tribes, and courts enhance and mobilize its assets to build capacity. The Collaborative delivers three types of outcome-driven services, including universal, constituency, and tailored.
