SUBJECT:  FMAP Rates for State IV-D Agencies (FY 2024 and 2025)

The Consolidated Appropriations Act, 2023 (P.L. 117-318 ) implemented a gradual phase-down of the enhanced Federal Medical Assistance Percentage (FMAP) rate put into place under the Families First Coronavirus Response Act (FFCRA).  As shown in this chart, the last quarter for an enhanced FMAP rate was the first quarter of fiscal year (FY) 2024:

The remaining quarters in FY 2024 will have the FMAP rates as indicated in the Federal Register . The FMAP rates for FY 2025 have also been published in the Federal Register .

The FMAP rates on IV-A collections for Guam, Puerto Rico, and the Virgin Islands have remained unchanged, at 75%, pursuant to section 457 of the Social Security Act (Act). 

Section 5101(b) of the Consolidated Appropriations Act, 2023 amended section 1905(ff) of the Act and sets the FMAP rates on IV-E collections for Guam and the Virgin Islands at 83% permanently and Puerto Rico at 76% through September 30, 2027.
