Office of Refugee Resettlement — Commodities & General Services

The Commodities & General Services Division executes requirements in support of ORR that make life better for undocumented children and refugees.  Examples include national call centers, consulting & legal services, as well as federal rule making and policy development. 

We accomplish this mission by creating proactive acquisition strategies and utilizing strategic vehicles such as IDIQs, BPAs, and long term fixed-price contracts with commercial entities that meet ORR’s mission needs and reduce Year-Over-Year (YoY) costs.

Research and Knowledge Based Services

The R&K Division executes contracts that support ACF's delivery of effective and responsive human services to children, families, and communities. Typical requirements include training and technical assistance for grantees, grants management support, program office support, and program evaluation projects.

We utilize IDIQs, BPAs and fixed-price contracts to meet these needs and engage in ongoing market research to identify new acquisition strategies to further enhance our support to ACF and to continuously return value to our Mission Partners.

Specialized Contracting and Procurement

 

Office of Refugee Resettlement — Unaccompanied Children’s Program

The GCS ORR-UCP division provides world-class contracting services and sound business advice to the ORR-UCP mission in support of ACF’s and HHS’ strategic goals.

We are vital in the execution and administration of ORR’s contracts. Our contracts directly support the welfare of the unaccompanied population, from transportation services to a safe place for their care and feeding. We utilize techniques such as extensive market research, industry engagements, government partnerships, historical data, and innovative initiatives to strive for contract excellence.

Information Technology and General Services

The IT and General Services Division (IT&GS) provides FAC-C and DITAP certified contracting professionals to its assigned mission partners, delivering responsive and value driven procurement solutions.  IT&GS executes requirements for nine (9) mission partners.  Areas of influence include technical training program, cybersecurity and software to enable ACF Leadership make informed data based strategic and programmatic decisions.

We take an all-method approach, utilizing existing strategic sourcing vehicles and stand alone, custom solutions alike to meet the specialized acquisition needs of our partners with agility and at speed.

Our goal is to be ACF’s contracting division of choice for IT and service acquisition.

Construction and General Services Branch

The Construction and General Services Branch provides tactical and strategic contracting support designed to deliver world class acquisition solutions necessary to support and advance the Office of Refugee Resettlement and other mission partner’s missions. 

Through a number of innovative and sustainable contracting solutions, we advance the Office of Refugee Resettlement’s core mission of providing a safe and appropriate environment for children and youths. We take a proactive approach to their well-being by ensuring the required services are readily available and they have a safe place to stay.

Mission Partners

 

Administration for Native Americans (ANA)ANA promotes self-sufficiency for Native Americans by providing discretionary grant funding for community-based projects, and training and technical assistance to eligible tribes and native organizations.
Administration on Children, Youth, and Families (ACYF)The Administration on Children, Youth and Families (ACYF) oversees major federal programs that provide financial assistance to states, community-based organizations, and academic institutions to provide services, carry out research and demonstration activities, and manage training, technical assistance, and information dissemination.
Children's Bureau (CB)The Children's Bureau partners with states, tribes, and communities to administer federal programs that support state child welfare services, including the prevention of child abuse and neglect, the support of permanent placements through adoption and subsidized guardianship, and the information systems necessary to support these programs.
External Affairs (EA)OEA engages, informs and educates our partners, stakeholders, and the public to achieve the ACF mission of promoting the economic and social well-being of families, children, individuals and communities.
Office of Early Childhood Development (ECD)Knowing what we know about the critical nature of the first five years of a child’s development and its relation to future success, the Administration for Children and Families has expanded services and has taken an integrated approach to a comprehensive birth-to-5 policy agenda. An important step in this work has been the establishment of a new office responsible for the coordination of early childhood policy at the federal level.
Family and Youth Services Bureau (FYSB)The Family and Youth Services Bureau supports the organizations and communities that work every day to put an end to youth homelessness, adolescent pregnancy and domestic violence.
Office of Administration (OA)The Office of Administration (OA) is responsible for all aspects of human resource administration and management, staff development and training activities, information resource management, financial management (including program integrity implementation), ethics, grants administration and policy, procurement issues, organizational development and analysis, administrative services, facilities management, and information technology policy and implementation for the agency.
Office of Communications (OC)The Office of Communications (OC) or "Comms" develops, directs, and coordinates media relations and communication services for ACF. It provides leadership, direction and oversight in promoting ACF's communications, policies, programs, and initiatives. OC oversees Freedom of Information Act requests, digital communications, and also provides distribution services for ACF.
Office of Child Care (OCC)The Office of Child Care supports low-income working families through childcare financial assistance and promotes children's learning by improving the quality of early care and education and afterschool programs.
Office of the Chief Information Officer (OCIO)The Office of the Chief Information Officer (OCIO) provides centralized information technology policy and procedures, develops long-range strategic and procurement plans for ACF information systems and telecommunications, and oversees the implementation of e-government policies and IT investment management.
Office of Community Services (OCS)The Office of Community Services (OCS) partners with states, tribes, territories, and non-profit and community-based organizations to reduce the causes and consequences of poverty, increase opportunity and economic security of individuals and families, and revitalize communities. Our social service and community development programs work in a variety of ways to improve the lives of many.
Office of Child Support Services (OCSS)OCSS helps child support agencies in states and tribes develop, manage, and operate their programs according to federal law using effective child support enforcement tools. OCSS proposes and implements national policy for the child support program.
Office of Equal Employment Opportunity (OEEO)The Office of Equal Employment Opportunity (OEEO) is responsible for processing EEO complaints filed by ACF employees. EEO complaints are processed in an impartial and confidential manner in accordance with 29 CFR Part 1614.
Office of Family Assistance (OFA)OFA administers several key federal grant programs, including Temporary Assistance for Needy Families (TANF), Tribal programs, Healthy Marriage and Responsible Fatherhood, and Health Profession Opportunity Grants.
Office of Family Violence Prevention and Services (OFVPS)The Office of Family Violence Prevention and Services leads the agency's comprehensive approach to domestic violence prevention and administers the Family Violence Prevention and Services Act (FVPSA) to improve support for families experiencing violence and trauma. 
Office of Head Start (OHS)OHS administers grant funding and oversight to about 1,700 public and private nonprofit and for-profit agencies that offer Head Start services in local communities. Head Start and Early Head Start grant recipients provide services to more than 1 million children every year, in every U.S. state and territory, farm worker camps, and more than 155 tribal communities.
Office of Human Services Emergency Preparedness and Response (OHSEPR)OHSEPR promotes resilience of vulnerable individuals, children, families, and communities impacted by disasters and public health emergencies by providing disaster human services expertise to ACF grantees, partners, and stakeholders during preparedness, response, and recovery operations for emergency and disaster incidents.
Office of Legislative Affairs and Budget (OLAB)The Office of Legislative Affairs and Budget advises the Assistant Secretary for Children and Families on all policy and programmatic matters, serving as the primary contact for the Department of Health and Human Services, the Executive Branch, and the Congress on all legislative, budget development and execution and regulatory activities.
Office of Planning, Research, and Evaluation (OPRE)OPRE studies ACF programs and the populations they serve through rigorous research and evaluation projects. These include evaluations of existing programs, evaluations of innovative approaches to helping low-income children and families, research syntheses, and descriptive and exploratory studies.
Office of Regional Operations (ORO)The Office of Regional Operations (ORO) advises the Assistant Secretary on state relations and cross-cutting, results-based strategic initiatives, leveraging public-private partnerships to improve outcomes for children and families.
Office of Refugee Resettlement (ORR)The Office of Refugee Resettlement (ORR) provides new populations with the opportunity to achieve their full potential in the United States. Our programs provide people in need with critical resources to assist them in becoming integrated members of American society.
Office on Trafficking in Persons (OTIP)To combat human trafficking by supporting and leading systems that prevent trafficking through public awareness and protect victims through identification and assistance, helping them re-build their lives and become self-sufficient.
Public Assistance Reporting Information System (PARIS)PARIS is a data matching service matching recipients of public assistance to check if they receive duplicate benefits in two or more states. PARIS matches help identify improper payments and minimize fraud and abuse.
