ACF, a division of the Department of Health and Human Services issues federal financial assistance awards like grants and cooperative agreements to promote the economic and social well-being of children, families, and communities. 

Under ACF's Office of Administration, the Office of Grants Management (OGM) issues and manages discretionary and non-discretionary (mandatory) awards to various entities including states, tribes, education institutions, non-profit, and for-profit organizations.
