The Administration for Children & Families (ACF), an operating division of the Department of Health & Human Services, works to promote the economic and social well-being of families, children, individuals, and communities.

To support ACF's mission, the Office of Administration (OA) directs and coordinates all administrative activities. For instance, under OA the Office of Grants Management (OGM) and the Office of Grants Policy (OGP), awards and administers grants and cooperative agreements to states, territories, tribes, educational and community organizations that use funding to further assist people and organizations who are eligible to receive funding.

OGM’s mission is to provide high-quality fiscal stewardship and management for ACF-funded recipients across the country and in U.S. territories. This includes responsive oversight and technical assistance for discretionary awards, non-discretionary awards, and cooperative agreements. Whereas OGP supports ACF offices by providing policy guidance and technical assistance in key areas to foster consistent and effective stewardship of ACF Federal Financial Assistance awards.

The Office of Grants Management (OGM) is comprised of six portfolios aligned to the mission focus of program offices. OGM portfolios provide direct administration and management of all discretionary and non-discretionary grants and cooperative agreements awarded by the ACF. OGM works in partnership with ACF program offices to effectively manage all elements of the federal grant cycle—from awarding, financial management of open awards, and financial reporting to closeout. Additionally, OGM is responsible for the comprehensive risk management, compliance, and customer service/ technical assistance such as:

  • Resolution of ACF recipient single audit and OIG audit findings.
  • Grant risk management through the ongoing review of financial and administrative reports.
  • Customer service and technical assistance to recipients on various financial matters.
