WASHINGTON — The Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services sent letters to all state, competitive, and tribal Personal Responsibility Education Program (PREP) grant recipients requesting the curricula and programmatic materials used in each recipient’s PREP program.
PREP is a $75 million per year federal grant program that teaches youth ages 10-19 about abstinence and contraception, aimed at preventing adolescent pregnancy and sexually transmitted infections. Federal law requires the content taught in PREP classes to be both medically accurate and age appropriate.
ACF is currently in the process of conducting medical accuracy reviews of PREP curricula and is requesting that all PREP grantees submit their curricula and programmatic materials for examination.
“ACF has a statutory duty to ensure the content being taught in federally funded PREP programs is medically accurate and age appropriate,” said ACF Acting Assistant Secretary Andrew Gradison. “Parents have a right to know what their children are being taught, and the American people deserve transparency about how their tax dollars are being spent.”
In the terms and conditions of the PREP program, all grant recipients agree to submit their curricula to ACF’s Family and Youth Services Bureau when requested. ACF will collect the materials, review them, and make sure the content is age appropriate, medically accurate, in compliance with the PREP statute, the terms and conditions of the grant, and all applicable laws.
