The Child Care and Development Fund provides federal funding to states, territories, and Tribes to help eligible families access child care and to improve the quality of child care. CCDF is administered as a block grant. State, territory, and Tribal Lead Agencies receive and administer CCDF funds in accordance with federal laws and regulations. Lead Agencies establish and operate their child care programs within the federal framework and use CCDF funds to support child care assistance and quality-improvement activities.
State and Territory CCDF Plans
CCDF Lead Agencies submit plans describing how they will administer their programs and provide services to eligible families. For states and territories, the CCDF Plan serves as the Lead Agency’s application for a three-year cycle of CCDF funds and is a primary mechanism OCC uses to assess compliance with applicable laws and regulations.
