The Child Care and Development Block Grant Act (CCDBG) (42 U.S.C. 9857 et seq.), together with section 418 of the Social Security Act (42 U.S.C. 618), authorize the Child Care and Development Fund (CCDF), the primary federal funding source devoted to supporting families with low incomes afford child care and increasing the quality of child care for all children. CCDF plays a vital role in supporting family well-being and child development; facilitating parental employment, training, and education; improving the economic well-being of participating families; and promoting safe high-quality care and learning environments for children when out of their parents’ care.
As required by CCDBG, the CCDF Plan includes a description of how a State/Territory CCDF Lead Agency implements the CCDF program and serves as the Lead Agency’s application for a three-year cycle of CCDF funds and is the primary mechanism OCC uses to determine Lead Agency compliance with the requirements of the statute and regulations. States and territories are required to post their submitted and final approved Plans, any Plan amendments, and any approved waivers on a publicly available website (45 CFR 98.14(d)).
The 2025-2027 CCDF State/Territory Plan included an Appendix outlining the state and territories federal non-compliances and providing Lead Agencies with a tool for documenting plans to fully implement their CCDF programs.
The table below provides links to approved state and territory FY 2025-2027 CCDF Plans and links to the Plan’s Appendix, organized by grantee. The Appendix links on this page represent the Lead Agency’s plans to fully implement CCDF at the time they were initially submitted. Each Lead Agency is required to post its initially accepted CCDF Plan and Plan Appendix on its own State or Territory web site. Lead Agencies may choose to post updated appendices on their own web sites to publicly demonstrate progress toward full CCDF implementation, however they are not required to do so.
