This program instruction informs state and territory lead agencies that the Office of Management and Budget (OMB) has approved the revised ACF-800 Report with minor changes. The approved form and instructions are attached.

This Program Instruction: (1) provides information to eligible state, territory, and Tribal Lead Agencies regarding the availability and distribution of disaster supplemental funds, and (2) to provide guidance on allowable activities, how to apply, notice of federal interest, obligating and expending funds, reporting requirements, grantee monitoring and other requirements.

This Program Instruction distributes the revised Form ACF-696T financial reporting form and instructions for the CCDF Tribal lead agencies. The Office of Management and Budget (OMB) approved the Form ACF-696T under OMB 0970-0510.

This Program Instruction (PI) provides guidance to Tribes, Tribal Organizations, and Tribal Lead Agencies for using the Tribal CCDF Plan template (ACF-118A) to complete and submit the Tribal CCDF Plan (Plan) for the CCDF program Fiscal Year (FFY) 2026-2028.

This PI also provides guidance on the submission of Plan amendments for approval to reflect any significant changes in the administration of the CCDF program, and clarification and guidance on certain areas of the Plan.

This Program Instruction builds on a previously issued Program Instruction (see PI CCDF-ACF-PI-2018-01) to provide further guidance to State and Territory Child Care and Development Fund (CCDF) Lead Agencies on Office of Child Care requirements for developing and conducting cost-based alternative methodologies and payment rate setting.

This Program Instruction (PI) transmits guidance to Tribal Lead Agencies with medium and large allocations related to the CCDF Tribal Eligibility Final Rule, which provides all Tribal Lead Agencies the flexibility to determine family eligibility for CCDF without regard to family income and assets.

This Program Instruction (PI) reminds Tribal Lead Agencies of the annual reporting requirements (i.e., ACF-700 Report), consistent with the terms and conditions of the CCDF program.  The ACF-700 form is attached. 

This PI does not apply to Tribes that have consolidated their CCDF program into an approved Public Law 102-477 Plan under the Indian Employment, Training, and Related Services Demonstration Act.

This Program Instruction (PI) distributes the revised Form ACF-696 Financial Reporting Form for State and territory CCDF lead agencies.  The Office of Management and Budget (OMB) approved the Form ACF-696 under OMB 0970-0510.

This Program Instruction (PI) transmits guidance to Tribal Lead Agencies related to the 2024 CCDF Final Rule provisions specific to Tribal CCDF programs, waiver flexibilities related to this Rule, extraordinary circumstances fiscal waiver requests to extend obligation and liquidation dates of various federal funds, and instructions for how to submit waiver requests and how to submit amendments applicable to the Federal Fiscal Year (FFY) 2023-2025 CCDF Plan and approved P.L. 102-477 Plans.
