OCS Leadership

Corine Frank serves as the Acting Director of the Office of Community Services.  She brings extensive experience in organizational leadership, community engagement, and program administration, with a long-standing commitment to supporting children, youth, and families.

J. Janelle George is the Deputy Director of the Office of Community Services (OCS).

Madeleine Solan is the associate deputy director of the Office of Community Services (OCS) within the Administration for Children and Families (ACF). In that role, she oversees operations, budget development, and procurement for the office, which administers over $12 billion annually in mandatory and discretionary grants for a multitude of social services and community development programs. She also provides guidance and leadership over strategic initiatives, communications, and data and technology.

Cheryl Zuni is the interim director of the Division of Community Assistance (DCA) in the Office of Community Services (OCS), which administers the Community Services Block Grant (CSBG).

Christina Clark is the director of the Division of Community Discretionary and Demonstration Programs (DCDDP) within the Office of Community Services (OCS) at the Administration for Children and Families (ACF). In that role, she oversees of OCS’ discretionary grant programs: Affordable Housing and Supportive Services Demonstration (AHSSD), Community Economic Development (CED), Diaper Distribution Demonstration and Research Pilot (DDDRP), Medical-Legal Partnerships Plus (MLP+), and Rural Community Development (RCD).
