Grant Recipient: Community Action Program Legal Services, Inc. (CAPLAW)
Purpose: To augment and strengthen state, regional, and national T/TA of CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes to address legal applications in program effectiveness in areas of leadership, governance, and fiscal operations. This cooperative agreement supports the implementation of T/TA strategies for three major focus areas: (1) providing organizational stability and support for CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes experiencing significant fiscal or organizational challenges including consultation focused on entities that are considering legal options for strategic restructuring, shared administrative or service arrangements, or mergers; (2) promoting exemplary legal practices and policies related to organizational approaches that help promote accountability and responsiveness to specific community needs related to the reduction of poverty, the revitalization of communities with low income, and the empowerment of families and individuals with low income in rural and urban areas to become fully self-sufficient; and (3) providing education and training to enhance general knowledge and understanding of CSBG statutory and regulatory requirements and the ability to address changing legal and regulatory issues affecting CSBG-eligible entities, state CSBG lead agencies, and CSBG tribes in the CSBG network.

Purpose: To provide national coordination for a training and technical assistance (T/TA) initiative to identify, highlight, and support multi-year community transformation efforts that move individuals, families, and communities towards improving human capacity, reducing dependency and sustaining self-sufficiency.  The T/TA coordination efforts promote activities that strengthen the ability of state CSBG lead agencies, state associations, RPICs, and CSBG-eligible entities to build communities by ensuring local stakeholders work together to transform the conditions and outcomes that matter to them.

Purpose: To enhance the existing local, state, and national accountability and performance management strategies within the Community Services Block Grant (CSBG) network. A main goal of this cooperative agreement is to assist with the submission and analysis of data to support the continuous improvement of services and performance results and improve the submission of CSBG data through online data collection systems in order to provide better access to local, state, and national CSBG data.

Purpose: To promote the creation, implementation, and monitoring of learning communities within the CSBG network. This cooperative agreement is also intended to expand and promote excellence in addressing the service needs and poverty conditions in communities supported by the CSBG network. This includes frequently convening learning community groups comprised of state CSBG lead agencies, local CSBG-eligible entities, RPIC grantees, and other stakeholders; disseminating T/TA resources; and collaborating with CSBG Center of Excellence (COE) for Human Capacity and Community Transformation (HCCT).

The initiatives emphasize regional collaborative engagement between CSBG eligible entities, state and local human services agencies, philanthropic organizations, private employers, faith-based organizations, and other community stakeholders.
