(CPLC) will use $800,000 in CED funds to expand operations at Friedman Recycling Company (FRC), a local waste management and recycling business in Phoenix, Arizona. With CED funds, CPLC will make a loan to FRC for operational capital to expand operations to meet the demand for services. The expansion of FRC will result in 30 new job positions for residents with low income, especially those who lack a college degree and face barriers to employment. CPLC and its partners will provide employees with wraparound services to overcome these barriers, including financial literacy training and support for job retention and career advancement. The project area has a significantly lower median household income, higher rates of poverty, lower employment rates, and lower levels of educational attainment compared to the state of Arizona as a whole. This job will create job opportunities to help lower poverty and unemployment rates, build a reliable local workforce, and help strengthen a small local business. | Project Description: Chicanos Por La Causa (CPLC) will use $800,000 in CED funds to expand Victory Autism Academy (VAA), an educational institution for students diagnosed with autism, in Phoenix, Arizona. VAA is located in Phoenix’s Maryvale neighborhood,. CPLC will utilize CED funds to extend a low-interest loan to VAA, which will be used as working capital to support of the school’s expanded operations. This expansion will create new jobs in the educational and facilities management industries. VAA plans to hire a new assistant principal, special education teachers. VAA offers employees a comprehensive suite of benefits including paid leave, life insurance, retirement benefits, healthcare insurance, and educational opportunities to support career growth. In addition to the benefits offered by VAA, CPLC will offer wraparound supportive services to employees hired through this project. CPLC’s Workforce Solutions division will work closely with the new employees to provide job readiness and retention services. Additionally, employees will also have access to financial education resources and referrals to services offered by other community partners, such as childcare. Kind Faz LLC is a hospitality service provider specializing in franchises, licenses, and brand operations. Kind Faz LLC recently secured a deal with Fazoli’s, a fast casual Italian restaurant chain serving baked pastas, sandwiches, pizza, and salad, to open nine locations in Arizona. The loan will be used to finance the establishment of a new Fazoli’s restaurant location in Mesa, Arizona, by providing start-up operations capital. The new Fazoli’s will create career opportunities for local community members in hospitality, management, and cuisine. These positions will provide employees with a reliable income above minimum wage and opportunities to access benefits. Employees hired by Fazoli’s will also have access to supportive services offered by CPLC Workforce Solutions and its partners, including financial education, job readiness skills training, and behavioral health counseling. CPLC also plans to partner with Centro de la Familia Clinic to offer employees counseling and case management services. This project will create 32 jobs. |

| Project Description: The YWCA of Southern Arizona (YWCA) will use $150,000 in CED Planning funds to build the administrative capacity of the community to develop a fundable CED project in Tucson, Arizona. CED Planning funds will be used to develop a comprehensive plan to open the Tucson Public Marketplace, a multi-purpose space where the community can gather to shop, dine, and view local art. Local retail businesses and restaurants, will utilize the Marketplace to sell their products to the community. In order to materialize the Marketplace, YWCA will conduct multiple planning activities with CED funds, including convening community stakeholders to finalize a vision for the Marketplace, working with contractors to complete a market analysis, business plan, development plan, and identifying and securing additional funding opportunities through a capitalization plan. Specifically, the CED Planning award will fund staff salaries, fringe benefits, and contract costs. As a result of these efforts, YWCA will be well-positioned to submit a CED job creation project application for the development of the Tucson Public Marketplace. |

| Project Description: Coalition for Responsible Community Development (CRCD) will use $800,000 in CED funds to extend a loan to CRCD Enterprises to expand its lead abatement work to help eliminate lead-based paint hazards in South Los Angeles, California.CRCD will use CED funds to make a loan to CRCD Enterprises, a social enterprise subsidiary of CRCD that focuses on lead abatement and construction work. The loan will be used to purchase additional equipment specifically for its lead abatement projects and support hiring new positions as lead abatement technicians. CRCD will utilize their in-house workforce development program, WorkSource Center, to recruit candidates and partner with the California Department of Public Health to certify new employees as Lead Abatement Technicians, which will create future opportunities for training. New employees will also receive benefits including health insurance, paid time off, predictable scheduling, and have access to wraparound supportive services through CRCD. CRCD will also provide wraparound supportive services to newly hired employees. CRCD’s Financial Education Center will provide financial literacy courses, financial coaching, food assistance enrollment, tax preparation services, and transportation. CRCD will also partner with local service providers All Peoples Community Center and the Amity Foundation to provide child care and counseling services. These loans and technical assistance give food businesses the opportunity to launch in the downtown area, meet growing market demands, and contribute to the post-Covid downtown revitalization effort. | Project Description: Partnership for Environmental Progress (PEP) will use $800,000 in CED funds to extend a loan to Daily Living Support Riverside LLC (dba Home Instead) to expand their in-home care service for seniors, disabled veterans, and injured individuals in Riverside, California. As military and government comprise significant portions of Riverside County’s economy, the county is home to over 120,000 veterans and has one of the largest older adult populations in the state of California. This project will service the Southwest region of the county. Home Instead, which provides home helper services including companionship, meal preparation, housekeeping, transportation, and hospice support, will use CED funds to acquire a second in-home care franchise location and expand its operations to a new business region serving Perris and Lake Elsinore in southwest Riverside. Specifically, CED funds will be used to set up the new office, subsidize payroll and staff development costs, purchase equipment including company vehicles, uniforms, and mobile phones, and provide support services such as transportation assistance and liability insurance to new employees. PEP and its partnerships with Riverside County’s Department of Public Social Services, Workforce Development Board, and Office of Housing and Workforce Solutions will provide wraparound supportive services including the recruitment, screening, and referral of qualified prospective employees, training opportunities, childcare, affordable housing assistance, energy assistance, and transportation assistance. | Project Description: Greater Dwight Development Cooperation (GDDC) will use $150,000 in CED Planning funds to launch a new comprehensive neighborhood planning process to build the administrative capacity of the community to develop a fundable CED project in Greater Dwight, Connecticut. Greater Dwight is composed of three neighborhoods of New Haven, Connecticut. GDDC will partner with the Yale Urban Design Workshop to organize neighbors to develop an economic development strategy. CED Planning funds will be used for planning staff time, outreach costs to engage residents, paying a development consultant to expand details of planned economic development, and purchasing supplies such as poster mapping and access to data. Planning activities include the formation of a community advisory committee of neighborhood representatives, empirical study of economic conditions, a multi-day stakeholder meeting to compile community feedback, and the development of new economic development projects evaluated to meet the job criteria of the CED program. | Project Description: Montana Community Development Corporation (dba MoFi) will use $800,000 in CED funds to provide a loan to support the expansion of the Greater Missoula Family YMCA, a nonprofit fitness and community center, in Missoula, Montana. CED funds will be used for a loan to cover construction costs including architecture, engineering, and professional fees; applications, permits, and testing fees; and demolition and construction equipment needed to redevelop and expand the existing facilities. The main building will be renovated and expanded as part of the YMCA’s campus development project to increase accessibility and better address community needs. At Trehab’s Workforce Development office, RTS will provide local tourism businesses with services to help support and build their enterprises, such as web design or social media marketing. At Fred’s Community Market, RTS will operate a “Community Tourism Hub” with a deli and a store selling groceries, locally produced items, picnic baskets, and a small selection of supplies for tourist activities (e.g. locally made fishing flies). There will also be a dedicated area to showcase tourism marketing materials and local business promotions. Emphasis will be placed on recruiting technological focused businesses to become commercial tenants.. Once construction of the center is complete, the project is expected to create full-time jobs in various sectors such as customer service, inventory management, janitorial support, marketing, administrative support, food service, computer science and technology, and general management. SMRCDC intends to collaborate with the business owners to ensure that all employees hired through this project receive a suite of benefits including paid time off, healthcare insurance, and retirement savings plans. Additionally, SMRCDC will leverage its partnerships with several community organizations to offer wraparound supportive services to employees and ensure they can be successful in their new jobs. These services will include childcare support, career growth assistance, case management, and mental health counseling. Most notably, SMRCDC will partner with the Southwest Tennessee Community College to offer certification and degree programs to employees hired through this project, which will in turn support these employees in their career advancement. The project will leverage an additional $3,475,000 in applicant supplied funds. This project will create 35 new jobs. |

CVCAA will use CED Planning funds to further develop a plan to create the Concho Valley Rock Rose Community Campus, a housing development. CVCAA, in partnership with the Concho Valley Homeless Planning Coalition (CVHPC), has already made significant progress on the project, in part due to the purchase of an 11.8-acre plot of land by the city for the project. However, significant gaps still remain. Specifically, CED Planning funds will allow CVCAA to hire a development associate who will dedicate all of their time towards the project. The Development Associate will complete a campus operation business model demonstrating the jobs that will be created as part of the housing development’s operations, create a Resident Employment Plan to support self-sufficiency, identify and apply for additional sources of funding to meet the project’s estimated budget of $28 million dollars, and build partnerships with community organization. Oshkosh has a poverty rate of 18.8%, significantly higher than the statewide rate of 10.6% and faces a shortage of accessible childcare. This child-care incubator facility addresses both needs by creating new, full-time jobs for entrepreneurs with low incomes, who will launch and operate licensed child-care businesses both within the incubator facility and from their residences. ADVOCAP will use CED funds for construction costs to develop the facility, that will house four fully independent child-care units, which will result in 16 new child-care businesses. Each of the four units will include their own private entrance, bathroom, small kitchen, living room, dining area, classroom space, sleeping areas, and outdoor play areas. Each unit will accommodate multiple business owners creating at least 112 new child-care slots, including at least 56 available during nontraditional hours, increasing access to child-care for working families. The incubator will provide employment opportunities in the child-care industry and offer resources to support employee development, such as training in early education, licensing, bookkeeping, and small business management. Employees hired at the incubator will also receive benefits and access to wraparound support services such as financial literacy, transportation assistance, and technical assistance in business operations through ADVOCAP programs and partnerships with social service agencies. The loan will finance new equipment, support construction buildout costs, and provide working capital for GigaCrete Midwest to launch operations in a 32,000 square foot manufacturing space at an existing industrial facility in Milwaukee’s 30th Street Corridor. Once launched, GigaCrete Midwest will create full-time, permanent manufacturing jobs for residents of Milwaukee’s northwest side, which faces poverty rates of 27.6%, much higher than the national and state average. The space will also result in to 300 new affordably priced American-made homes per year on vacant lots in Milwaukee. Employees of GigaCrete Midwest will have many benefits: access to public transit, competitive starting wages, wage growth and work advancement opportunities, paid time off and dependable hours, and wrap-around services with a focus on financial literacy and capability, access to childcare, transportation, and homebuyer preparation.
