Dear Colleague: 

The purpose of this Dear Colleague Letter (DCL) is to provide an update on apportionment of Community Services Block Grant (CSBG) funding for fiscal year 2024 (FY24). These awards represent the full allocation of funding for FY24, including the return of the 1% which was held at the Secretary’s discretion.

This DCL serves to notify grant recipients that these funds were made available for drawdown in the Payment Management System on July 9, 2024 under Public Law 118-47, the Further Consolidated Appropriations Act, 2024, which the president signed into law on March 23, 2024. Under this public law, CSBG grant recipients and CSBG eligible entities can continue to apply the higher eligibility rate of up to 200% of the federal poverty level for services provided through September 30, 2024. Beyond September 30, 2024, the ability to use the higher eligibility threshold will depend on actions taken by Congress. The attached chart lists the amounts issued to all states, territories, and tribes for FY24.

Further, a redistribution of CSBG funds to the states under Public Law 118-47, the Further Consolidated Appropriations Act, 2024, was necessary as prior tribal recipients did not apply to receive FY24 CSBG funding. [1] The award action was completed following the quarters 3 and 4 releases.
