Dear Colleague,

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Community Assistance (DCA) announces the release of more than $190 million of federal fiscal year 2025 (FY25) regular block grant funding to Community Service Block Grant (CSBG) grant recipients. This funding is provided under a Continuing Resolution (CR) named the American Relief Act, 2025, P.L. 118-158, signed into law on December 21, 2024.

This release reflects second continuing resolution allocations through March 14, 2025, unless a full year appropriation is enacted before this date. The funding was made available in the Payment Management System (PMS) on February 28, 2025. Please find the attached table outlining the amounts allocated to all state, tribal, and territory grant recipients. 

Under the CR, CSBG grant recipients and CSBG eligible entities can continue to apply the higher eligibility rate of 200% of the federal poverty level (FPL) for services provided through March 14, 2025, assuming no superseding legislation from Congress is enacted before that date. Any extension beyond March 14, 2025, will depend on future action by Congress.
