Re: Fiscal Year 2017 Assets for Independence Program Funding

Dear Colleague:

On May 5, 2017, the fiscal year (FY) 2017 Consolidated Appropriations Act (H.R. 244) was signed into law under Public Law 115-31. This Act provided funding to the United States Department of Health and Human Services for operations through September 30, 2017. The Act did not include funding for the Assets for Independence (AFI) program.

Impact on Applications

Due to the lack of FY 2017 funding for the AFI program, the Administration of Children and Families (ACF) will not be making new grant awards for the AFI program. Organizations that submitted applications for AFI funding in October 2016 will receive letters indicating that no grants will be awarded due to a lack of AFI program funds and ACF will not be accepting new applications for AFI funding for FY 2017. Additionally, the AFI Resource Center will no longer be providing technical assistance related to applying for AFI program funds.

Impact on Existing Awards

AFI grants awarded in FY 2016 and before are not affected by the FY 2017 appropriation, as the total award amount was obligated for those grants at the time that they were made. Organizations operating AFI projects with existing grants are responsible for continuing to operate those projects for the funded project period indicated on the notice of grant award.
