The Office of Community Services (OCS) has submitted an Information Collection Request (ICR) to the Office of Management and Budget (OMB) to approve the clearance for the Community Services Block Grant (CSBG) Disaster Supplemental Annual Report.
ICR Process
Federal Register Notice (FRN) 1
On May 14, 2026, OMB published the notice of public comment to the Federal Register. The CSBG network and the general public have until July 13, 2026 (60 days) to provide feedback. Copies of the proposed collection of information can be obtained, and comments may be forwarded by emailing infocollection@acf.hhs.gov. Identify all requests by the title of the information collection. Please submit your comments as soon as possible, but no later than 60 days after the notice was published. At the end of the 60-day comment period, OCS will review all feedback and update the form, as needed.
FRN 2
OCS will then resubmit the revised form to OMB to initiate the second FRN. During this second FRN, which includes a 30-day public comment period, OMB will review any additional feedback received from the public, including the CSBG network and stakeholders.
Clearance
After the 30-day comment period, OMB will issue a decision on the clearance of the CSBG Disaster Annual Report for a three-year period.
Background
On April 26, 2023, OCS published Information Memorandum (IM) 2023-164 Hurricanes Fiona and Ian Disaster Relief Supplemental Fiscal Year (FY) 2023. CSBG Disaster Supplemental recipients for Hurricane Fiona and Hurricane Ian were notified in the IM that OCS would conduct quarterly progress reviews focused on the status of program implementation and expenditures, as required by the CSBG Disaster Supplemental Monitoring. Disaster Supplemental grant recipients were also notified in the Notice of Award, General Terms and Conditions that OCS would request and provide a format for a brief quarterly report with additional informal updates on expenditures, specific program activities, and numbers of individuals and households served. The CSBG Disaster Supplemental reporting process is designed to provide critical information for this emergency effort; ensure that funds are used for the intended purpose; and mitigate waste, fraud, and abuse. Reports submitted by grant recipients will help do the following:
Ensure that CSBG Disaster Supplemental, an emergency and temporary program, is implemented effectively and efficiently
Provide reliable and complete fiscal and household data for OCS analysis and reporting to Congress and the public
Respond to questions from Congress, the Department of Health and Human Services, the White House, and other interested parties in a timely and accurate manner
OCS received disaster supplemental appropriations through CSBG in federal FY19 to address the consequences of Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires and earthquakes that occurred in calendar year 2018, and tornadoes and floods that occurred in calendar year 2019, in those areas for which a presidential disaster was declared. OCS did not have reporting mechanisms for CSBG grant recipients to report their use of these supplemental funds and therefore developed supplemental reports. These supplemental reports were approved through an emergency request in November 2020. The previously OMB-approved CSBG Disaster Supplemental Annual Report expired on August 31, 2024. The supplemental reports are modified versions of modules collected through the regular CSBG Annual Report. The supplemental reports collect substantially less information than the comparable modules in the regular Annual Report and only request information on expenditures and services supported by the supplemental funds.
Use of the Approved Form
OCS will provide additional guidance on the CSBG Disaster Supplemental Annual Report submission process for intended recipients upon OMB approval.
OCS remains dedicated to delivering high-quality services to our partners.
Sincerely,
