Rural Community Development Grants Awarded in Fiscal Year 2025

In Fiscal Year 2025 (FY25), the Office of Community Services (OCS) awarded over $11.2 million in Rural Community Development (RCD) funding to nine new RCD projects. RCD projects provide training and technical assistance to help rural communities build and manage safe and sustainable water and wastewater systems. Communities Unlimited, Inc. will use RCD funds to continue its Rural Community Development Technical Assistance and Training program to help rural communities with low incomes meet drinking water and wastewater needs in Alabama, Arkansas, Louisiana, Mississippi, Oklahoma, Tennessee, and Texas.

The Environmental Policy Innovation Center will use RCD funds to provide training and technical assistance through its Funding Navigator Initiative (FNI) to rural communities with low incomes throughout the United States.

The Great Lakes Community Action Partnership will use RCD funds to continue operating a technical assistance program that supports water and wastewater infrastructure development in rural communities with low incomes across Illinois, Indiana, Kentucky, Michigan, Ohio, West Virginia, and Wisconsin.

The Inter-Tribal Council of Arizona, Inc. will use RCD funds to expand its program that empowers Tribal water and wastewater operators through training, technical assistance, and Tribal operator certification services to small, rural Tribal communities with low incomes located in EPA regions 5, 6, 7, 8, 9, and 10.

Midwest Assistance Program, Inc. will use RCD funds to strengthen the technical, managerial, and financial capacity of rural and Tribal water and wastewater systems within a nine-state service area of Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming.

Painted Desert Demonstration Projects, Inc. will use RCD funds to improve access to drinking water and wastewater systems, alleviating persistent health, environmental, and economic challenges in Tribal communities across the four-corner Navajo Nation and other rural Tribal lands throughout Arizona, Colorado, New Mexico, and Utah.

RCAP Solutions, Inc. will use RCD funds to implement 300 projects and conduct 45 trainings and seminars, serving more than 50,000 individuals with low incomes across rural areas within Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, the U.S. Virgin Islands, and Vermont.

Rural Community Assistance Corporation will use RCD funds to provide technical assistance and training for community water and wastewater systems that serve rural residents with low incomes. The project will serve rural areas of 11 western states: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Nevada, New Mexico, Oregon, Utah, and Washington.

The Southeast Rural Community Assistance Project, Inc. will use RCD funds to provide both long- and short-term technical assistance and training related to water and wastewater systems to rural communities within the seven-state area of Delaware, Florida, Georgia, Maryland, North Carolina, South Carolina, and Virginia.
