ACF-OCS-LIHEAP-AT-2026-01 LIHEAP Carryover and Reallotment Report for federal Fiscal Year 2025 (FY25)

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services (OCS), Division of Community Assistance announces the release of more than $250 million of federal fiscal year 2026 (FFY26) regular block grant funding to Community Service Block Grant (CSBG) grant recipients. This funding is provided under the Public Law 119-37, Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, which the President signed into law on November 12, 2025.

To inform states and U.S. territories (hereinafter referred to as CSBG grant recipients) of the Community Services Block Grant (CSBG) application and plan requirements for federal Fiscal Year 2026 (FY26).

To provide Community Services Block Grant (CSBG) Disaster Supplemental grant recipients with the Fiscal Year 2025 (FY25) CSBG Disaster Supplemental Quarterly Performance and Management Report (Quarterly Report) and instructions, and to confirm the Quarterly Report submission deadline of July 31, 2025, for Quarter 1 (Q1), Quarter 2 (Q2), and Quarter 3 (Q3) reports.

To inform tribes and tribal organizations of the Community Services Block Grant tribal application and plan requirements for federal Fiscal Year 2026.
