Community Economic Development Planning (CED-P) grants help recipients develop comprehensive and viable plans to spur economic development, with the aim of allowing recipients adequate time and resources to apply for traditional CED job creation awards.

Review the materials in this section to learn more about your responsibilities as a CED-P grant recipient and the information you will need to get started with your grant. The information presented in this page is only relevant for CED-P grant recipients.


Reporting Resources

Performance Progress Report

CED-P grant recipients should use this reporting guidance, not the traditional CED job creation reporting resources, due to the differences in the Performance Progress Report (PPR). CED-P grant recipients now use a CED-Planning specific PPR (PDF).

The reports for CED-P grants are submitted on a quarterly basis and should be submitted through GrantSolutions, not OLDC.

Federal Financial Report

The Federal Financial Report (FFR), or SF-425, is used to report expenditures and cash transactions as well as track the status of financial data tied to a particular grant.

The FFR form and instructions for completing the form are available in your Notice of Award in GrantSolutions.

The form is available through Payment Management Services (PMS) .

Technical Assistance

CED-P grant recipients can receive technical assistance for their project from the Office of Community Services, university partners, and field experts.

CED-P grant recipients have access to the following forms of technical assistance:

  • 1-on-1 Program Specialist Calls
  • Small Group Meetings
  • Large Group Meetings
  • Individualized Technical Assistance

To receive individualized technical assistance, email OCSRegistrar@icf.com with your interest in assistance. An initial call will be set up to understand your project’s needs and the type of assistance and expertise that can support the project.
