PURPOSE: 

The purpose of this program instruction is to provide state agencies with the TANF Data Report (TDR) form layout, the SSP-MOE Data Report (SDR) form layout, and the related instructions that are effective for fiscal year 2024 and thereafter.

BACKGROUND:

The TANF and SSP-MOE Data Report instructions were revised to streamline the data collection, reduce the burden on respondents by eliminating unnecessary data elements, and clarify confusing data elements. The TANF and SSP-MOE Data Report form layouts were also updated to reflect the revised instructions.

REVISION: As we were rolling out the revised instructions, OFA identified several small changes that would cause unanticipated technical challenges for states related to a legacy data preparation tool. To address this issue, OFA added a note in the General Instructions about legacy in-range data values and marked relevant data elements with an asterisk (*).

ACTION:

Reports for each sample month in a quarter are due to the Administration for Children and Families within 45 days following the end of the quarter. The first quarterly TANF Data Report and, if applicable, the first quarterly SSP-MOE Data Report, are due February 14, 2024. States must file these reports electronically through the TANF Data Portal.

REVISION: Most changes to the instructions are non-substantive and likely will not require system changes. You may begin adapting to the new instructions as soon as you are able, but OFA does not expect any changes to be implemented prior to the end of fiscal year (FY) 2024 (September 30, 2024).
