SUBJECT:

Revisions to instructions for form ACF-196R, the financial report for state TANF agencies. 

REFERENCES:

Title IV-A, Section 411 of the Social Security Act and 45 CFR 265.3.

PURPOSE:

To transmit the form and revised instructions for the ACF-196R, the financial reporting form for state TANF agencies.

BACKGROUND:

The current ACF-196R is available to states in the On-Line Data Collection (OLDC) system they use to submit TANF financial data for each grant year.  This program instruction is to alert states of updates to the associated instructions. The Administration for Children and Families (ACF) made the following changes to the form:

  • Updated references to lapsed timeframes
  • Added demonstrative tables that aid in a recipient’s comprehension of reporting requirements 
  • Minor edits to the instructions and formatting to improve presentation 

ACTION: 

Beginning with the FY 2024 first quarter report (report ending December 31, 2023), a state should use these updated instructions to report TANF expenditures on the ACF-196R report using the  OLDC portal within the Grantsolutions system.  ACF must receive reports within 45 days of the end of each fiscal year quarter, meaning by February 14, May 15, August 14, and November 14 for quarters 1 through 4, respectively.

Quarterly reporting should continue until all funds have been reported, expended, and the ACF-196R report is marked “final.”
