Form ACF-196T Tribal TANF Financial Report Form.

REFERENCES:

PURPOSE:

This Program Instruction informs tribes of the renewal of the ACF-196T form by the Office of Management and Budget (OMB) and the requirement for tribes to use the form and to submit it electronically. It includes notice of a change in the name of the reporting form to use and a change in the reporting practice.

BACKGROUND:

Pursuant to Section 412(h) of the Social Security Act and the Tribal TANF regulations at 45 CFR § 286.245 and 45 CFR § 286.255, Tribal TANF grantees are required to report on TANF expenditures quarterly. Tribes should do so using the ACF-196T form. The form should be submitted electronically through the Internet using the On Line Data Collection (OLDC) system.  

POLICY:

There are a few key changes to the previous TANF expenditure reporting process:

1. Beginning FY 2022 (Quarter Ending 12/31/21), tribes should use the form labeled “Expenditure (Tribes Only) (ACF-196T)” to submit TANF expenditure reports in OLDC.  Up to this point, most tribal grantees have used the form labeled “ARRA-Expenditure (Tribes Only) (ACF-196T)” and this form should no longer be used. 
2. Expenditures should be reported in cents.  Do not round to nearest whole number.  Include cents, e.g., $4,301.85 not $4302.

Tribes must use the ACF-196T form to report TANF expenditures quarterly within 45 days after the end of each quarter. In addition to the quarterly reports for the current year TANF award, tribes must also submit quarterly reports for prior awards where TANF funds have not been completely expended.
