OHSEPR developed the National Emergency Repatriation Framework to enhance coordination during emergency repatriation operations. This document is intended to inform governmental and non-governmental entities of foundational emergency repatriation processes and their roles and responsibilities across the emergency repatriation lifecycle.

This plan details the activities, processes, and structures required to execute effective operations across the emergency repatriation lifecycle, as well as the roles and responsibilities of interagency responders.
Infectious Disease Annex

This annex to the Federal Emergency Repatriation Operations Plan details specific processes and considerations for federal interagency responders to execute a safe and efficient emergency repatriation response in situations which involve a potential infectious disease concern. This annex is intended for use by interagency responders who may have a role in addressing infectious disease challenges or whose role may change given infectious disease concerns. Information in this document may also inform emergency repatriation operations for state, territorial, local, and non-governmental organizations (NGOs).
Multi-Year Training and Exercise Plan (MYTEP)

The U.S. Repatriation Program: Multi-Year Training and Exercise Plan, henceforth referred to as the MYTEP, sets the strategic vision and tactical direction for building the capacity of the U.S. Repatriation Program. Capacity refers to the ability to effectively serve U.S. citizens and their dependents through completion of activities in the emergency repatriation lifecycle. Robust capacity building requires coordination and engagement from the entire emergency repatriation ecosystem, defined as interagency, state, local, and non-governmental partners involved in emergency repatriation activities. The MYTEP details the priorities and activities for capacity building for all ecosystem partners over a five-year period through the process of continuous improvement. The Repatriation Essential Function (REF) Capability Guide provides an overview of the core functions foundational for emergency repatriation operations. This document details key information for each of the eleven REFs, including the activities, targets, and partners required for successful execution before, during, and after a potential emergency repatriation incident. This document is broken into two sections for each REF, which outline the key activities associated with each REF and identify specific targets tied to the completion of each activity.â Organizations may use this product to develop and maintain an overall understanding of REFs, including all applicable associated activities and capability targets.
