The Disaster Human Services Capabilities Framework (DHSCF) aims to expand connections, exchange knowledge, and develop innovative solutions for disaster human services. This framework was designed to strengthen multi-sector partnerships and build bridges between human services and emergency management partners by integrating perspectives from community members, organizations, and various levels of government to support communities before, during, and after disasters. 

The DHSCF is a tool human services authorities and organizations can use to outline the capabilities required to provide effective and efficient human services in disaster scenarios. The tool aims to achieve the following outcomes:

  • Increase the capability of human services authorities and organizations in planning and delivering human services during disasters.
  • Enhance awareness and understanding of disaster human services among emergency management, public health, healthcare, and other sector partners at all government levels.
  • Improve the delivery of disaster human services for all populations. 

The DHSCF can be used as a key resource in strategic planning and preparedness processes and provides tactical guidance to support the integration of human services authorities and organizations into preparedness and response efforts. The capabilities apply to all jurisdictions across the nation.
