The Repatriation Essential Function (REF) Capability Guide provides an overview of the core functions foundational for emergency repatriation operations. This document details key information for each of the eleven REFs, including the activities, targets, and partners required for successful execution before, during, and after a potential emergency repatriation incident. This document is broken into two sections for each REF, which outline the key activities associated with each REF and identify specific targets tied to the completion of each activity.
The REF Capability Guide build upon and provide tactical information regarding the concepts in the emergency repatriation planning hierarchy. The National Emergency Repatriation Framework (NERF) and Federal Emergency Repatriation Operations Plan introduce the REF concept and detail the key activities, organizations, and timing involved in the execution of each REF.
The REF Capability Guide are intended for use by all organizations involved in emergency repatriation operations, including federal interagency, state, local, and non-governmental partners. Organizations may use this product to develop and maintain an overall understanding of REFs, including all applicable associated activities and capability targets.
