Transitional Living Program Evaluation Studies

The 2003 Reauthorization of the Runaway and Homeless Youth Act called for a study of long-term outcomes for youth who are served through the Transitional Living Program (TLP). In response, OPRE and ACF’s Family and Youth Services Bureau (FYSB) sponsored a study that captures data from youth at program entry and up to 12 months after program entry and assesses long-term outcomes related to housing, education and employment, social and emotional well-being, and permanent connections. A descriptive analysis using existing administrative data, program data, and information collected from youth at program entry was conducted to understand the implications of COVID-19 on TLP program services, participants’ experiences, and housing, education, and employment outcomes. Youth outcomes will also be tracked through administrative data at 12 and 24 months post program entry.

The TLP program is administered by ACF and the evaluation is being funded through the ACF’s Family and Youth Services Bureau (FYSB). OPRE co-manages the evaluation with FYSB.
