Introduction

Performance measurement can give program staff the opportunity to look at how their program is doing, determine whether they are providing the services they intend to provide, and identify how children and families are faring. 

The Head Start pyramid is a framework programs can use to examine links between program services and outcomes

Purpose

The purpose of this resource document is to:

  • provide information about developing a performance measurement plan;
  • identify existing screening and assessment instruments designed for use with children under age 3 and their families; and
  • identify instruments designed for assessing services provided by programs. 

Methods

This document includes a broad array of screening and assessment instruments. It provides information on a wide range of features for each instrument so programs can make informed decisions. 

Instruments were identified through their use in previous OPRE work, interviews with Early Head Start Program Staff, consultation with research and technical assistance experts, and literature review. We gathered information about each instrument through their provided manuals, key research articles, communicating with their designers, and their use in the OPRE Baby FACES project.
