The Office of Refugee Resettlement (ORR) has determined that beginning in FY 2026, Refugee Support Services (RSS) Set-Aside funding will no longer be awarded. RSS Set-Aside funds awarded prior to FY 2026 remain available for obligation and liquidation consistent with the terms and conditions under which they were awarded.
RSS base formula funds awarded in FY 2026 and beyond must be utilized within the scope of ORR program regulations at 45 CFR § 400.154 , 45 CFR § 400.155 , and 45 CFR § 400.156 . Please note that ORR regulations require States to plan and use RSS funds so that services are provided to ORR-eligible individuals in a specific order of priority (see 45 CFR § 400.147).
