The Office on Trafficking in Persons (OTIP) on behalf of the Department of Health and Human Services (HHS) through the Administration for Children and Families (ACF) administers Federal funds to support an array of programs at the state, Tribal and community levels. The HHS Grants Policy Statement (PDF) provides guidance on the terms and conditions of these awards and basic award procedures.

Anti-Trafficking Information Management System
The Anti-Trafficking Information Management System (ATIMS), OTIP’s data platform, includes an award performance module that OTIP award recipients can use to manage client information and track performance data to fulfill reporting requirements.
ATIMS also includes the Shepherd Case Management System to process requests for assistance, monitor progress, and issue HHS Certification and Eligibility Letters.
