Trafficking in persons for organ removal (TIP for OR) is a form of exploitation that involves forcing, coercing, or defrauding a person into donating or selling their organs. Criminalized at the international level, this elusive offense occurs at the intersection of human trafficking, organ trafficking, economic mobility, and public health. Accordingly, it is important for direct service providers and healthcare and public health organizations that serve people who are at risk of or experiencing this type of exploitation to understand TIP for OR. This Information Memorandum provides information on the nature and scope of the issue and multilateral guidance for prevention and response.
