The Office on Trafficking in Persons (OTIP) funds organizations through various award programs to provide individuals who have experienced human trafficking with case management services and access to essential resources, including crisis response services, food, and shelter.

Domestic Victims of Human Trafficking Program

Federal law requires the U.S. Department of Health and Human Services (HHS) to establish a program to assist U.S. citizens and lawful permanent residents who are victims of human trafficking in consultation with nongovernmental organizations that provide services to survivors of human trafficking (22 U.S.C. 7105(f)). Many domestic victims of human trafficking who have also experienced other forms of violence or exploitation may receive services through HHS-funded programs, including child welfare, programs for youth who have run away or are experiencing homelessness, domestic violence services, substance abuse treatment, and care at federally qualified health centers. 

OTIP provides funding for specialized services for domestic victims of human trafficking through two programs: the Domestic Victims of Human Trafficking Services and Outreach Program (DVHT-SO), and the Demonstration Grants to Strengthen the Response to Victims of Human Trafficking in Native Communities Program (VHT-NC). 

Several factors can affect the number of individuals assisted through OTIP-funded programs, including public awareness of human trafficking, human trafficking screening practices, strength of national and local referral mechanisms, level of funding, and the number of victim service organizations funded sustainably. Fluctuations in the number of individuals assisted do not reflect the prevalence of human trafficking victimization during a given year. 

Since fiscal year (FY) 2015, DVHT recipients have served more than 6,800 individuals who have experienced trafficking.

Trafficking Victim Assistance Program

Federal law requires HHS to provide assistance to victims of human trafficking in the United States, which may include services to assist potential victims of trafficking in achieving HHS certification and to assist minor dependent children of victims of human trafficking or potential victims of human trafficking (22 U.S.C. 7105(b)(1)). 

OTIP provides such assistance through three funding programs, developed in consultation with other federal agencies: the Trafficking Victim Assistance Program, the Aspire: Child Trafficking Victim Assistance Demonstration Program, and the Lighthouse: Services, Outreach, and Awareness for Labor Trafficking Demonstration Program. Together, these Trafficking Victim Assistance Programs (TVAP) provide case management services to foreign nationals who have experienced or may have experienced human trafficking.

Since FY 2012, TVAP recipients have served more than 16,000 individuals who have experienced trafficking.
