Federal laws require the U.S. Department of Health and Human Services to conduct research and evaluation activities in consultation with governmental and non-governmental organizations and with respect to the confidentiality of human trafficking victims (22 U.S.C. 7103(d), 22 U.S.C. 7109a, 22 U.S.C. 7115).

OTIP conducts and funds research to:
- Understand the causes and consequences of human trafficking.
- Assess the effectiveness of funded programs and initiatives to prevent human trafficking and assist survivors of trafficking.
- Identify evidence-based practices to improve service delivery and human trafficking prevention.
