PARIS MEMBER STATES:
The PARIS Computer Matching Agreement (CMA) (PDF) between the Department of Veterans Affairs (VA), State Public Assistance Agencies (SPAAs), and the Department of Health and Human Services, Administration for Children and Families (ACF), which expired on September 24, 2025. The VA agreement will be renewed on November 21, 2025, due to a delay in publishing and government furlough. Transmittals and further notifications will not be posted on the PARIS site, until Federal operations resume. However, we are able to track submissions weekly.
Per ACF Management, states can sign the current agreement prior to the next PARIS match in preparation for the November 20, 2025, PARIS match date. ALL states who will participate in the VA match will need to
- Sign the attached
- Return to PARIS@ACF.HHS.GOV by November 18, 2025.
Those states who are not participating in the VA November 2025 match do not need to turn in a signed agreement. ALL states not participating in the VA match do not submit an agreement.
Reminder Info: For SPAAs to voluntarily participate in the matches that will occur between this 18 -month period VA data under the PARIS Veterans Match CMA:
- The SPAA must have a valid signed VA 2025 agreement on file with ACF/PARIS.
- An authorized state representative SPAA must fill and sign the SPAA portion of the extension agreement.
- Do not submit documentation if not participating in the Veterans match.
For new SPAA signatories and POC’s. Summary of PARIS Veterans Match
This matching program provides SPAAs with VA compensation and pension data to use in determining public assistance clients’ eligibility for benefits under the Medicaid, TANF, SNAP, and general assistance programs, and can be use in helping relevant veterans to better understand similar benefits available through the VA which may be better alternatives for them. Non-substantive changes from the previous PARIS VA agreement include revision of some agreement language for clarity, modernization of some technical language in the security safeguards, and revisions to match-related estimates and examples based on more recent data.
