PARIS Member States

We are providing an update regarding the VA agreement and return to the PARIS match. This is in follow up to the discussion at this year’s PARIS Virtual Training.

  1. Coordination with the Department of Treasury: Reminder: The preparation for this return involves coordinating activities through the Department of Treasury, which entails a stringent approval process followed by technical connections. As shared previously, we experienced delays in obtaining the necessary approvals for the agreement.
  2. Training and Timeline: During our training sessions, we communicated that the VA match is scheduled to return for the November 2025 match. The agreement will be available for signature one month prior to this match.
  3. Current Agreement Status: The existing agreement is set to expire in September 2025. We anticipate that the next agreement will be sent to states for signature in October 2025, ensuring that we are prepared for the return of the VA match and any required changes with the current administration.

PARIS MEMBER STATES:

ACF maintains the state contact webpage for PARIS data matches and will be completing an annual update of state contacts.  ACF requests state public assistant agencies (SPAAs) confirm their contact information on the following pages:

These representatives are only contacted as an escalation after and if interstate verification and match information is not accurate or responsive. These requests should be sent to the PARIS inbox for assistance and should not include PII in the initial contact. PARIS will provide follow up details.

The state interstate match contact page is where states find contact points when seeking verification of matches and other state-to-state level questions.

REMINDER:

Next PARIS match is scheduled for Friday, August 22, 2025. When transmitting your state 

PARIS quarterly data to the Department of Treasury Bureau of Fiscal Service (BFS) Do Not Pay (DNP), paris.technical.support@stls.frb.org, ensure file is submitted by COB 08/22/2025. Files may be submitted in advance starting 08/06/2025

Note: All match submission files not submitted by match date will not be processed. 

Department of Treasury’s technical team will provide each state an email confirmation of receipt of the file, file size and date received as technical service provider. 

If you have not received your notification but submitted your file notify both HHS ACF (PARIS@ACF.HHS.GOV) and Treasury paris.technical.support@stls.frb.org) by noon on Monday, August 25, 2025. 

PARIS Member States

Every year, PARIS submits a high-level paragraph on its payment integrity efforts as part the HHS Agency Fiscal Report highlighting a few example states. We seek submissions of Fiscal Year 2024 PARIS outcomes from states. Specifically, we ask states to report: 

  1. Summarized information on cost savings/avoidance from PARIS over the last year.
    • This time period can be flexible as long the data range provided is shared in your response.
  2. Some supporting documentation for values given (i.e. a simple cost breakdown chart, etc.)
    • Some States generally use the numbers from their annual reports.
    • It does not have to be elaborate.  Values may have already been provided as you have worked through your monthly reports or annual reporting.

Submit by: August 24th COB to PARIS@ACF.HHS.GOV. Please include the subject ’State Cost Savings 2025’ in subject line of message before submitting.

Below are example submissions: 

The State of () Department of Human Services reported $7.9 million in annualized cost avoidance in FY2023.

The State of () Health Care Authority’s Veterans Program reported approximately $26.7 million in Medicaid cost savings from cessation of managed care premium payments and reduction in fee-for-service claims due to Third Party Liability discovery from data matches between July 2023 and June 2024.

The PARIS Board of Directors is excited to announce multiple openings and is seeking nominations to join our dynamic team. This is an opportunity to inform PARIS operations that empower our partner states and territories. Nominate yourself or someone you know!

Why Join the PARIS Board?

The purpose of the PARIS Board of Directors is to foster a federal-state partnership approach to the technical support activities for PARIS state public assistance agencies (SPAAs). The Board serves as the representation of the States to gather information and provide input for data integrity of PARIS file operations. The Board's focus is on providing support to SPAAs by disseminating information, processes, techniques and activities, which maximize the technical abilities of systems and staff performing PARIS related activities.

As a volunteer PARIS Board of Directors member, you will play a pivotal role in shaping the future of program integrity by contributing to impactful PARIS initiatives, working closely with PARIS professionals nationwide, and increasing the return-on-investment in PARIS participation through technical assistance. Your efforts will directly support state and territorial PARIS operations across the country.

Position Requirements

To effectively serve on the board, you will need to:

·         Attend monthly conference calls, trainings, and planning meetings.

·         Collaborate proactively through email to fulfill the board’s purpose.

Your Responsibilities

As a valued member of the PARIS Board of Directors, you will:

·         Plan, prepare, and provide technical support for key PARIS tasks.

·         Conduct acceptance testing and validate PARIS file transmittals.

·         Offer recommendations for PARIS process upgrades and provide feedback on enhancements.

·         Guide and shape future PARIS initiatives with strategic focus.

·         Leverage a national network of SPAA systems professionals to share knowledge on current and emerging technologies.

·         Play an integral role in planning and participating in the annual PARIS training.

Nomination Packages

Submit a complete nomination package, including:

·         A letter of interest (if self-nominating) or nomination, highlighting accomplishments in utilizing PARIS matching data (maximum of one page).

·         A current chronological resume.

·         A written commitment from your management, authorizing the time commitment to support PARIS Board objectives.

Application Deadline

All nomination packages must be emailed to PARIS@ACF.HHS.GOV by **Friday, August 1, 2025.** New members will be appointed following approval by ACF and a majority vote of existing PARIS board members in accordance with the PARIS Board of Directors charter. The Administration for Children and Families (ACF) and the PARIS Board of Directors are excited to announce the 2025 Public Assistance Reporting Information System (PARIS) virtual training opportunities. We are encouraging and offering trainings for states agencies and staff,  administrators, enrollment, benefits and IT technical staff to attend.

States have contacted their regional Board contact to request an update on the match file submissions and returns with the new technical service provider OPIDNP. The BOD is also sharing an expected return schedule below.

The submission match dates are posted here https://www.acf.hhs.gov/paris/training-technical-assistance/paris-transmittal-2024-17-next-paris-match; these dates are final firm dates.  

This return schedule is tentative based on the recent processing of the 2024 August and November match. The return dates should be used as a guide for file returning to states.

PARIS MEMBER STATES:

The next match date for the PARIS match will be Monday, February 20, 2025. 

All states who have completed their documentation with the PARIS office will be notified further by ACF PARIS on which day to start submission of the file. 

States who have not submitted their documentation to ACF PARIS will not be able to participate in the upcoming match.  There are states currently processing to get notification that they are ready to transmit their match file.
